Chapter 1

The Diplomatic Olive Branch and Sovereign Balance Sheets

Picture trying to shake hands with someone while holding a shield up to your chest. That, uh, that is essentially what West African diplomacy looks like right now.

In New York, on the sidelines of the eighty first UN General Assembly, Nigerian Vice President Kashim Shettima sat down with General Birame Diop, the incoming President of the ECOWAS Commission. And Shettima was very clear: ECOWAS has to build deliberate bridges toward the Alliance of Sahel States. Mali, Burkina Faso, Niger. He called for urgent reconciliation.

Right, but, um, at the exact same moment, ECOWAS is tightening its boots. At the sixty eighth summit in Abuja, they resolved to move from reactive sanctions to pre-emptive military interventions. The ECOWAS Standby Force was mobilized after events in Benin and Guinea Bissau. So on one side, you have an olive branch, and on the other, you have a fortified anti coup posture.

It is an incredible paradox. You want regional integration, you want the Lagos to Abidjan corridor moving trade, but the political room is fracturing. And that split runs straight through the balance sheets too.

The numbers tell two completely different stories. The African Development Bank is projecting West African GDP growth at four point seven percent for 2026. That sounds, you know, resilient on paper, driven by mining, agriculture, hydrocarbons.

Until you zoom into Dakar. Senegal reached a staff level agreement with the IMF for an Extended Credit Facility worth roughly two point two billion dollars. But that two point two billion is not in the bank. It is strictly contingent on IMF Executive Board approval, debt treatment, and corrective actions after past fiscal misreporting.

Zach Martin

Misreporting is a polite word that basically puts an entire sovereign credit line on ice until external auditors are satisfied. It demands intense structural discipline.

Meanwhile, over in Accra, the Bank of Ghana is dealing with sovereign trust at the everyday street level. Governor Dr Johnson Pandit Asiama announced that starting November third, Ghana is rolling out an upgraded Heritage Series for cedi banknotes.

Wait, did people panic thinking the old money was being scrapped?

Emily Martin

That was the immediate fear. But Governor Asiama took the microphone at the Monetary Policy Committee briefing to shut that down before it started. The new notes cover all eight denominations, from one cedi up to two hundred cedis, but the Bank of Ghana explicitly stated that the new heritage series will co circulate with the existing Ghana Cedi banknotes that are currently in circulation.

That phrase, co circulate. That is central banking gold.

It saves economies from self-inflicted cash runs. When people believe their cash is about to turn into worthless paper at midnight, they dump it or rush teller windows. By promising gradual co-circulation and enhanced anti counterfeiting security, Accra preserves physical market stability. It is about steady predictability, whether you are reassuring a market trader in Kumasi or renegotiating national debt terms with the IMF in Washington.

Chapter 2

Megaproject Capital Math and the Cyber Perimeter

Let us talk about industrial ambition versus cold, hard execution. The Dangote Group unveiled its Vision 2030 roadmap, and the numbers are astronomical. They are targeting over one hundred fifteen billion dollars in group turnover and thirty five billion dollars in annual profit by 2030.

Thirty five billion in net profit. To give context, Kenyan President William Ruto toured the Lekki refinery complex and called it a masterpiece, confirming ground breaking for an East African refinery in Lamu, Kenya. But there is another piece in this fifty billion dollar capital expenditure push: an eight billion dollar, thirteen metric tons per annum liquefied natural gas plant.

And Alhaji Aliko Dangote admitted himself, the LNG project has not started from ground zero yet. Look, in business, I love bold visions. But as someone watching compounding capital, an announcement is a roadmap, not completed infrastructure. Building an eight billion dollar gas facility alongside a foreign refinery project in Kenya takes flawless operational discipline, debt management, and supply chain control.

Execution risk is everywhere. And while heavy industry builds physical pipelines, the digital pipelines that move West African commerce are coming under unprecedented assault.

The numbers out of the cyber perimeter are alarming. Over two hundred eighty one thousand five hundred accounts were breached in the first quarter of 2026 alone in Nigeria. The National Computer Emergency Response Team, ngCERT, has been issuing warnings on relentless ransomware, sophisticated phishing schemes, and business email compromise targeting corporate treasuries.

This is the backdrop for the CyFrica 2026 summit on October eighth at the Eko Convention Center in Lagos. Government regulators like NITDA, the Nigeria Data Protection Commission, and Galaxy Backbone are stepping in because you cannot build an eighteen billion dollar digital economy on cracked foundations.

You know, what struck me was a comment from Obiora Awogu, the Chief Information Security Officer at MTN MoMo PSB. He said the real milestone in cybersecurity is moving past asking whether an attack will happen, and focusing on how quickly an enterprise can detect, respond, recover, and keep serving customers.
